Can a confidentiality statement be added to the bottom of a stationery design?

Yes.  We have added confidentiality statements to the bottom of stationery for many attorneys and financial advisors. We will use your exact wording, and will display the statement using a small font size beneath the stationery's background "paper." Visually this works very well, and there is no extra charge for this addition.
